Sitiveni Halapua (PhD Economics, University of Kent, UK) served as Director of the Pacific Islands Development Program, East-West Center, Hawaii, and as Secretary General of the Pacific Islands Conference of Leaders and its Standing Committee, 1992-2010. It was in the execution of these roles that he began to formulate a theory and practice of Talanoa, which was used in post-coup Fiji, the Solomon Islands’ conflict and the Kingdom of Tonga’s civil unrest and political reform.
